Save shola forests to combat climate change

It is necessary to protect the native forest ecosystem of the Western Ghats so that they can continue to be the water tower of the peninsula. Planting forests at random along the banks of rivers - as being advocated today in the Rally for Rivers - could be counterproductive. MORE ...

Honey with coffee reinforces climate resilience

While honey can sweeten coffee for the drinker, coffee farmers of Kodagu district of Karnataka are realising that raising bees for honey in the farms can sweeten their economic returns. It is one of the innovative methods being tried out in the district to provide additional financial incentives to coffee farmers so that they conserve the landscape they have inherited. A climate change related vicious cycle is happening in the coffee estates of Kodagu. The changing climate is making rainfall erratic. The blossom showers needed during the coffee flowering period between February and April is getting missed out in years. With the blossom showers becoming erratic, coffee farmers are opting for irrigation, which in turn is reducing the importance of the shade trees for them, and they let them die. When these trees die there is an adverse impact on the water flow into the Cauvery river, and also the climate resilience in the hills and the plains. MORE …

Bringing coffee back into the shade

With insufficient rains over the Western Ghats during this year’s southwest monsoon, there is a shortage of water in the reservoirs across the Cauvery in Karnataka. This has led to the flaring of the water sharing dispute with the lower riparian state of Tamil Nadu in the recent days. While this acrimony continues, eco-certification as a form of payment for ecosystem services is becoming popular in Kodagu district, so that coffee farmers protect the forests under which they grow their crop, thereby preserving the water flow into the Cauvery. Endemic trees in Western Ghats show climate resilience

The Western Ghats is the overhead water tank for peninsular India. The health of the forests in the mountains can help preserve the water flow in the peninsular rivers. The current drought and the drying up of even the mighty Godavari and Krishna showed that this relationship was fragile. A recent study shows that the forest ecosystems with endemic tree species of the Western Ghats have remained stable overall for the past 150,000 years. Thus, those habitats if preserved have chances of improving the climate resilience of the mountains and also the rivers flowing into peninsular India. Unfortunately, only a third of these stable environments are covered by the protected area network, and thus are prone to much man-made degradation. MORE …

Are the national elections bipolar?

Turn on any television channel and you will think that India is going through bipolar national elections. It is like a boxing match, being fought in proxy. In one corner is one man, Narendra Modi, ably represented by whoever his spokesperson is in the studio that evening. In the other corner is the Gandhi family, again represented by an articulate spokesperson.

Somewhere the richness and colour of the regional parties that became the integral part of Indian polity since 1996 seems to be missing in the predominant media representation of these elections. Conspicuous by their near-absence in the media coverage in this year’s elections are dramatis personae such as Lalu Prasad Yadav, Mayawati, Nitish Kumar, Navin Patnaik, M. Karunanidhi, etc. Mamata Banerjee, Chandrababu Naidu and Omar Abdullah make occasional appearance.

Cut back to the period between 1995 and 1998, when the country was preparing for the 1996 general elections and also when the United Front Government faced many trust motions in Parliament. The television screens were full of leaders from regional political parties.

A trend towards bipolarity has its implications for environmental decisions in an ecosystem-diverse country like India. Take for instance the case of the mid-altitude plateaus of Kerala, represented by Idukki and Wayanad districts, which have been in the news during the run-up to these elections. At an average altitude between 800 and 1000 metres, these plateaus were malaria-prone regions. As with the Gudalur plateau in Tamil Nadu contiguous to Wayanad, these plateaus were only sparsely populated till the 1940s. The influx of settlers came when there was effective medical cure for malaria (1).

Those who initially went to settle in these plateaus were from communities that were landless and had the daring to go to dangerous terrains. While the landed gentry stayed back in the plains, and boasted about temple festivals and caparisoned elephants, the landless settlers braved the wild elephant herds and cultivated every inch of land they could lay their hands on. The women tended the farms, protected the children from wild animals while the men trekked for days to the nearest market town to sell what the family produced.

When this settler community gets slapped with orders emerging from the Kasturirangan Committee limiting their activities, it protests (2). While one can argue on the conservation versus livelihoods debate, the fact remains that if a representative has to take these issues effectively to the Parliament it has to be someone who is from the region and knows its history and ecology. He or she needs a political agenda that is tailor-made to represent the interests of the region, and not one that has been averaged out for the entire country. And this is where regional parties score over omnibus national parties.

The 1996 general elections and the years of the United Front Government was the period when regionalism and federalism bloomed in the country. By this time the results from two socio-economic processes initiated between 1989 and 1991 were maturing. As part of the economic liberalisation there was a focus on the middle class as a consumer base for the goods and services. This created a new kind of economic aspiration for a wider group of people. This bolstered the aspirations for development and growth from caste and region-based consolidations that were born after the implementation of the Mandal Committee report in 1989 (3).

Happening in parallel with this was a coming together of local environmental movements to demand greater accountability from the electoral candidates in select constituencies. A group of organisations, led by Narmada Bachao Andolan, established the National Alliance of People’s Movement (NAPM), with an aim of bringing people’s issues into the agenda of the 1996 elections (4). Similarly, another group of environmental organisations formed a network called the Jan Vikas Andolan to publicly question candidates on their environmental concerns (5).

However, it is not the case that regional parties are more environment friendly than the national ones. In fact, the trend in the mid 1990s was that each of the regional parties was pushing for development projects in their regions, oftentimes unmindful of incorporating environmental safeguards.

The difference is that the feedback loops between the people and the policymakers are shorter with regional parties. So when people ask for development or conservation that is location or ecosystem-specific they can communicate and get action for their needs quickly and effectively. The accountability for the policy maker becomes that much sharper. For instance, Chandrababu Naidu of the Telugu Desam party, who focussed on the urban areas at the cost of the larger rural population, has had to sit out for a decade.

At a local level, the perceived dichotomy between development and conservation also disappears. For the demarcation of the ecologically sensitive area (ESA) the Western Ghats Ecology Expert Panel (Madhav Gadgil Committee) had recommended consultations through the local bodies under the Panchayats and Biodiversity Acts (6). The High Level Working Group on Western Ghats (Kasturirangan Committee), which was tasked to work out the modalities for implementing the earlier committee’s recommendations, overlooked this and went through marking the ESAs using satellite imagery (7). And this is causing the controversy in the hill districts.

So much so that the Ministry of Environment and Forests (MoEF) had to make amendments to its 13 October 2013 notification, accepting the recommendations of the Kasturirangan Committee that declared 37% area of the Western Ghats as an ESA where development activities are restricted.

Through an office memorandum dated 20 December 2013, MoEF stated that the boundary of the ESA and the regulatory regime would be finalised after obtaining the views of the stakeholders and state governments. MoEF assured that the recommendations will not cause restrictions to any normal activities related to plantations and agriculture; and that the restrictions listed in the notification will apply only to new and expansion projects, and not to the existing ones.  

The Kasturirangan Committee reportedly used higher resolution satellite imagery than the Gadgil Committee while demarcating the ESA. However, technical minutiae cannot replace a broad-based democratic process that would have been more acceptable to the people on the ground.

So when the media represents these elections as bipolar, what is being lost is the space that accommodates the various nuances of development and environment discussions in the country.

It could be possible that the media is reading the situation wrong or over-presenting bipolarity. In the theatre of talk shows and televised shouting matches, bipolarity adds drama.

There is reality and there is the media’s perception of the reality. The country today has access only to the media’s perception of reality. Will the real picture be as bipolar as what is being made out will be clear on May 16.

A tale on the hills

If you are a Google Earth aficionado you will empathize with my excitement of seeing satellite images of mountains and valleys in 3D and traveling through them. In spite of a slow internet connection this week in Cotonou, Benin, I was standing on top of Anamudi, the tallest peak in the Western Ghats of India.

The pointer was showing north and I could see a deep gorge running east-west beyond the peak. I stepped beyond the ridge, into the gorge, turned my pointer west and flew in through the forested valley. It was like watching an IMAX movie at Prasad's in Hyderabad. I went down steps in the valley, into the midlands, and there the river widened into a reservoir. The legend on the map said Idamalayar Dam.

I did a U-turn with the pointer and headed back to the mountain. On the way back I noticed the walls of this valley were far steeper than the adjacent ones. This did not look like a gully, formed due to erosion, turning into a river valley. It seemed that the Idamalayar river was flowing through a rift valley formed along a geological fault. I checked my presumption on Google, and I was right. The earth must have cracked - some day in geological past - and the same force that thrust the mountain up created a crack for the river to flow.

When I was a young boy, I used to gaze at the Palghat Hills in the Western Ghats from my grandmother's house. The mountains had moods. They stood tall and cheerful on bright, sunny days, rocks reflecting sunlight and the forests taking a darker shade in contrast. They turned gloomy as they stood to hold back the monsoon clouds.

I could only imagine what was beyond the ridge. There are no limits to a boy's fantasy but the human eye has limitations. Today, sitting at my desk in West Africa, I can see far beyond the ridge on my computer. My knowledge is portable - I can see it on a smartphone in any part of the world. I notice that the Palghat Hills are contiguous to the Nilgiris, where I went to study in my teens. I also understand that the ridge that I thought to be the tallest hid taller mountains behind them.

The Western Ghats form a mountain chain 1,600 km in length, that runs parallel to the west coast at around 150 km distance. It runs through the states of Maharashtra, Goa, Karnataka, Tamil Nadu and Kerala, and though it has an average height of around 4,000 feet (1,200 meters), it has ridges rising above 8,000 feet.

The mountains, which form the uplifted edge of the Deccan Plateau, intercept the rain-bearing monsoon clouds as they enter from the west coast into the Indian subcontinent. This leads to high precipitation along the mountains, with some regions getting between 5,000 to 7,000 mm of rainfall in a year. This has led to some of the thickest and most biodiversity-rich forests in India to be located in the stretch.

The Western Ghats are home to evergreen, semi-evergreen, moist deciduous and dry deciduous forests. In addition, the mountains have the unique shola-grassland ecosystem in the upper plateau. This consists of grasslands on the hill slopes with evergreen forests of short-statured, close-canopied trees (shola forests) in the groin of the hills.

The shola-grassland ecosystem ensures that the streams flowing out of the small folds in the mountains have water throughout the year.  This system constitutes the ‘overhead water tanks’ for the plains of peninsular India, feeding into three major rivers – Godavari, Krishna and Cauvery – and hundreds of smaller rivers. For instance, the state of Kerala itself has 44 rivers.

In exactly a year from now, in October 2012, there would be international attention on the Western Ghats when India hosts the 11th Conference of Parties (COP-11) to the United Nations Convention on Biological Diversity (CBD) at Hyderabad. The diversity of life on the mountains is rich, and it is among the biodiversity hotspots in the world. It has over 5,000 species of flowering plants, 139 mammal species, 508 bird species and 179 amphibian species. Many undiscovered species and at least 325 globally threatened species occur in the Ghats.[i]  

One of the framework conventions that emerged from the United Nations Conference on Environment and Development (more popularly known as the Rio Summit) in June 2002, the CBD recognizes biodiversity as a sovereign property, and aims to promote its conservation, sustainable use and equitable sharing of benefits.

Since CBD is only a framework convention, the member countries require national policies and laws to put into effect its principles. India was one of the earliest countries to discuss and enact a legislation to protect the country's biological diversity. The Biological Diversity Act of 2002 was gazetted on 5 February 2003. Through the Act, the National Biodiversity Authority (NBA) was established in Chennai in 2003, and the establishment of similar institutions at the state and local level was recommended.

The Biological Diversity Act mandates that the country's biological diversity and traditional knowledge associated with it cannot be transferred out of the country for research or commercial gain without prior approval of the NBA. Similarly, for commercial utilization within the country of biological resources or knowledge, permission has to be obtained from the relevant state biodiversity boards.

The NBA or the state biodiversity boards, while giving permission can order that a part of the benefit from the commercial use of the biological resource or the knowledge has to be shared with those groups or communities that helped to preserve the resource and develop the knowledge. The Act has teeth, and contravention is punishable with imprisonment and/or monetary fine.

This Act strengthens the other forest-related legislation such as the Indian Forest Act, Forest Conservation Act and the Wildlife Protection Act.

As a journalist working with the Hindu Business Line newspaper, I closely followed the evolution of the Biological Diversity Act from 1997 to 2002. It was an interesting process, that had many consultations with the public in which citizen's groups, environmental activists, tribal-rights activists, foresters, bureaucrats, parliamentarians were involved. More or less at the same time there were discussions for the development of  the Protection of Plant Varieties and Farmers' Rights Act of 2001.  I wrote about the interface between these two Acts.

The biodiversity of the Western Ghats and the ecological services that the mountains provide, however, is far greater than what can be signified by legislation.  These ecological services are not only to the communities living in the hills but also to those living in the plains of peninsular India.  If the rivers do not carry enough water, it can adversely impact the downstream towns and cities and thereby India’s economic growth.

With new species of plants and animals still being discovered in the forests, the source of a wonder ingredient or molecule for medicine could be lost before being found.

While the forests in the Western Ghats have the power to reduce climate change by absorbing carbon dioxide, the mountain ecosystem can also be seriously and adversely affected in a warming world. In the higher plateaus of the Ghats , the climate is temperate even though they stand in tropical latitudes. A warmer world would mean the loss of these temperate pockets including its unique biodiversity. Economically, this could result in loss for the plantation industry – tea, coffee, temperate vegetables and fruits, etc. – that provide livelihood to millions and export revenue to the GDP.

As I zoomed out from Anamudi Peak on Google Earth and looked at the Western Ghats in their entirety, I noticed that the patches of green were fragmenting and the urban centers were expanding. Perhaps those living in the cities and towns do not realize that the mountains and forests give far more to them then what they are aware of in their day-to-day lives.
